
The staff of the City Planning Commission has made a preliminary recommendation to deny the proposal to establish an Interim Zoning District that would impact construction of a new football stadium on Tulane's campus.
The City Planning Commission meets on Tuesday afternoon in City Council chambers to consider the proposal.
The 15-page report gives three reasons for its recommendation.
"The proposed IZD is inconsistent with the Master Plan because it does not include design or operational standards for large developments on university and college
campuses or new or modified processes for the review of such developments," the report reads.
"There are multiple possible alternatives that could be more successful in addressing the issues of greatest concern when large development on university campuses occurs near residential uses and which can generate significant impacts related to operational characteristics, traffic, parking, and setbacks.
"Although an appeal process would be provided, by establishing a prohibition of larger development on university campuses which would otherwise be permitted, the proposed IZD would not itself address the primary concerns about the impacts of large new developments on college and university campuses."
